Your Excellency, Mr. President, while I have nothing but commendation for the courageous steps your administration is taking to confront the corruption virus ravaging the moral fabric of Nigeria. I, however, most respectfully wish to draw attention to the urgent need for a deeper investigation – beyond the current flurry of arrests and prosecution of suspected corrupt politicians and erstwhile public officials – into exactly how we, as a nation, steadily edged ourselves into the lethal clutches of this scourge. To effectively do this, and thus evolve a realistic solution, we have to examine critically when, where and how we deviated from the path of probity.
 
Sir, after a personal evaluation of the country’s gradually worsening circumstances over the years, I am constrained to conclude that the present mire in which have found ourselves owes largely to the significant changes, nay, convolutions, our constitution and governance policies have been subjected to, ostensibly for less than altruistic intentions.    
 
Upon independence in 1960, Nigeria inherited from Britain the Parliamentary system of government. It may not have been a perfect system – which is, anyway? – but with the benefit of hindsight we must concede that it was better suited to good governance in the country’s circumstances as a multi-ethnic society.  And while it had worked almost seamlessly for centuries in the United Kingdom, which, like Nigeria, is a multi-peopled society, what was needed to smoothen out the imperfection creases in Nigeria was a sustained commitment to improving it to suit our development goals.
 
The first assault on that system, which was largely not acknowledged with regret then, came via the January 15, 1966 coup by the country’s military, which suspended the Constitution and promptly imposed a unitary system of government. The central government literally became overlords and the states, vassals. Both the 1967-1970 civil war and the multiple coups de tat in the country contributed immensely to the decline in  probity by public officials and Nigerians generally. The desperation by the populace for improved existence after the devastation of the civil saw morals relegated to the background; just as each military coup was accompanied by mass purging of public officials. With insecurity of tenure, the inclination to steal while in office heightened.
 
The final straw that broke our probity backbone, in my opinion, was the Presidential system of government the military crafted for the country. Virtually a winners-take-all system, the lucre in public office made it irresistible to many, who were prepared to break the bank to attain or retain it. Representation, having become restricted to the moneyed, became poor. Thus, while in the First Republic debate was robust – though sometimes raucous – in Parliament on salient issues on national development, the Second Republic saw a legislature that, by virtue of the operation of an alien Presidential system, was remarkably deficient in service delivery in comparison.
 
To worsen matters, the 1999 Constitution, on which the current civilian dispensation is pegged, was fashioned by a Military that initially intended to have its Top Gun at the head of government. Coupled by a system that is heavily themed in money, it would amount to living in a fool’s paradise to expect any cogent commitment to service from public officers. And with the constitution bugged with landmines which require a legislature imbued with unity of purpose to amend, the country seems consigned to perpetual mediocrity if we do not act fast. The ongoing display of shamelessness in the National Assembly is ample evidence of a system gone wrong. While it took a mere three years of the First Republic to achieve the monumental creation of the Mid-West as the fourth region in the country in 1963, the current legislature is not minded to close ranks on any issue other than that which offers the promise of multiplying their already-bumper incomes.  
 
Your Excellency, are we going to allow the nation to be continually hobbled by a faulty system? Methinks your administration is making giant strides in the anti-corruption war. But there is a yearning need to go deeper in our search for deliverance. The viral corruption in which grip the country is enmeshed is but a mere manifestation of the problem; the root cause is the operation of an unsuitable system of government. Change the system, and we can begin to see positive reversals. A honest evaluation of the various governments the country has had since independence reveals that the most significant political and socio-economic infrastructural development experienced so far in Nigeria was during the First Republic. Not only was there a strong opposition that was able to stand up to the ruling party, policies were well-articulated and debated before enactment into law, and the method of turning up representatives to Parliament was such that continued membership of such hallowed Houses depended on sterling performance by the incumbents. It is pertinent to add that the Presidential system came in with corruption in terms of lobby and pressure groups.
 
 Mr. President Sir, it is my considered opinion that you should capitalise on the current widespread enthusiasm being expressed for a review of the constitution by putting in top gear, plans for a REFERENDUM in which Nigerians would decide what system of government the country would  adopt. Should we continue with the Presidential system of government or go back to the Parliamentary system? Beyond that, Nigerians should determine whether the country reverts to the old regional government system, which proved to be economically viable, or continue to plod on with the present system that has led us into a cul-de-sac, with a majority of the states unable to fulfil the most basic of duties such as paying salaries to staff?
 
Prudence and probity in public office must be entrenched if we are to build a Nigeria that our descendants would be proud of. You are laying a commendable foundation, but I dare say that the task demands in-depth analyses and vigilance for sustenance of such values.

Your Excellency, the teeming youth are restless, and are looking up to your government to fashion for them a brighter future. You can not afford to fail; the consequences are too dire.

TRADITIONAL rulers from Igbo speaking states in Nigeria have commended the numerous achievements of the Director-General of the Nigerian Tourism Development Corporation (NTDC), Mrs Sally Mbanefo, since she was appointed.
HRH Igwe (Dr.) C.N, Nwajagu, who led the delegation of traditional rulers on a courtesy visit to  the NTDC office to seek collaboration regarding the forthcoming Iri Ji Ndi Igbo National New Yam Festival 2016 said this in his address, while commending President Muhammadu Buhari for retaining their daughter, as the NTDC boss
“We sincerely appreciate President Muhammadu Buhari for retaining our daughter, Sally Uwechue-Mbanefo, whose contributions to the development and promotion of tourism in Nigeria are immense.
“Sally has been dutiful in her responsibility to promote and showcase all the tourism and cultural potentialities in the country, which has made us proud as a nation, because our strength lies mainly and squarely in our cultural diversity. The unity of this great country cannot be achieved if this parastatal fails.
“Therefore, like the Prophet from the South and as custodians of the cultures of the Igbo people of Nigeria, we hereby make a declaration that the remedy for the ills in the country lies mainly in this parastatal. Not funding it well means joking with the growth and unity of the country for this  parastatals holds our peace, stability and base as a nation,” he said.
Mbanefo, in her response, described domestic tourism as a viable tool to unify Nigerians, create jobs in local communities and reduce criminality in the country.
The NTDC boss while commending the anti-corruption crusade of the President Buhari-led administration said the crusade would reduce criminality and encourage foreign investments in the country, adding that “it will boost the nation’s economy and create wealth for Nigerians.”
At a time tourism is being considered as an alternative to oil in terms of revenue generation, the NTDC boss threw her weight behind the promotion of the Iri Ji Ndi Igbo National New Yam Festival. She emphasised that the wealth of culture, tradition, heritage and languages in Nigeria must be encouraged and preserved.
“We are committed to promoting domestic tourism, as its market has a very high revenue and job creation potential. Overtime, we have successfully promoted many festivals and cultural events such as Nzeh Mada Festival in Nasarawa State, Drums Festival in Ogun State, Igbo-Ukwu (New Yam) Festival, Sango Festival in Oyo State, Mare Festival in Ondo State, Osun-OsogboFestival in Osun State, just to mention a few. This will not only be of economic value to the country, but will also engage the teeming unemployed youth, “NTDC as a government agency will do everything within its powers to promote and strengthen this year’s edition of Igbo-Ukwu (NewYam) Festival as festivals are veritable channels to promote and market Nigeria’s rich culture.” she said.
Dr Mbanefo also noted that the Igbo nation is blessed with everything, adding that the human resources in Igboland are enough to make Nigerian tourism Africa’s destination hub.
She, therefore, appealed to the Igbo to come together as one and give Igbo-Ukwu Festival a global outlook like the Sango Festival, which, according to her, has been exported to over 40 countries.
The NTDC boss while soliciting for partnership from the private sector said: “I will continue to collaborate and ensure sustainable partnership with private sector operators to harness tourism resources and make Nigeria the destination hub of Africa, and further grow the tourism value chain to enhance revenue generation in the country”.
The Iri Ji Ndi Igbo National New Yam Festival 2016 is scheduled to take place between 23rd and 27th August, 2016 at the National Yam House, Etiti Village, Igbo-Ukwu, Aguata Local Government Area of Anambra State.

Arigidi Akoko, Ondo State stood still on the 22nd of July, 2016 as royal fathers, celebrities and dignitaries stormed the town to witness the annual Okota festival. To add value and colour to the celebration, Olokun Foundation has instituted an annual beauty pageant.
According to the  Chairman, Olokun Foundation,  Otunba (Dr) Gani Adams, Miss Okota Beauty Pageant  is to engage the younger generation and refuelling their knowledge on African social value system and a blend of contemporary reality.
“I believe there must be a social reality entertainment beauty pageant for females during the celebration of our day in Arigidi. And we thank God for the successful hosting of the event all these years”
The well packaged event of Miss Okota 2016 led to the emergence of Miss Mariam Ahmed, a ND 2 student of Abraham Adesanya Polytechnic, who went home with the star prize of a brand new car while the first runner-up, Miss Uzoka Gabrielle got a price of N100, 000 as the Second runner-up, Miss Foluso Amos, went away with   N75, 000.

Otunba Gani Adams, in his remarks, thanked the almighty God for using Okota festival as a contact of blessing to past  winners of past beauty pageants and participants saying that  Miss Okota 2011 Beauty Queen, Miss Ayomikun Idowu, gave birth to a bouncing baby boy in United States of America three months ago.
He emphasized that Okota Festival is a festival which spreads fortune, prosperity and peace and stokes the tissue of potency in men and fertility in women. “This is why we cannot look elsewhere and allow whatever vogue to draw away from this wonderful potent traditional heritage of our forefathers.”

The East / West Tourism Amalgam initiative recently inaugurated by Ambassador Wanle Akinboboye an infusion of the tourism niche of West Africa with the pristine tourism heritage of East Africa has sbeend described as the best product of the brain in that sector recently.
An African tourism development monitoring group, African Tourism Soul, ATS, made the commendation in a release made available to Tourism Press in which it pointed out that “The tourism industry needs a super integrative initiative and scheme which will exploit and explore  the SWOT analyses in maximising the gains of tourism for inter regional development”
The release signed by Mr Martins Remesh disclosed that: ‘We have been profiling the person and activities of Ambassador Wanle Akinboboye for the past 10 years. He has distinguished himself as a rare African asset. A tourism prodigy who has a large and robust intercontinental view of African tourism. He has also proved himself to be an exceptional African with latent and potent ideas that can transform African tourism from a weakling economic sector to the most vibrant sector for African development ‘
The release pointed out that “His recent East – West Tourism Amalgam initiative is an innovative concept that will stoke not only the economic integration of the two regions but help to underscore and strengthen the chord of unity and cooperation among the citizens.”
ATS praised the government of Tanzania for being the first country in that region to seize the golden opportunity which the initiative has in its pouch.

NIGERIA, COTE D’ÍVOIRE TIES TOURISM INTEGRATION

Regional economic integration which is one of the main objectives of ECOWAS was stoked by the Government of Cote D’Ívoire and Federal Government of Nigeria when the sector was placed in the front burner of explorative discussion between June 30 and July 6, 2016 in Cote D’ivoire.
The explorative discussion was a part of a  regional tourism economic initiative between the two countries which is the output of a consistent  stride  of the Cote D’ívoire Ambassador to Nigeria, Her Excellency, Ambassador Kone Epouse Maman Toure, who fervently believes that there should be more beneficial synergy between the two countries especially  in the tourism sector.
Ambassador Maman Toure believes that diplomatic relationship must be enhanced beyond the rhetorics and expanded  for better exploration of the potentialities of the two countries for the benefits of the ordinary people of the nations.
Hence, proud of her drift, the government of Cote D’Ívoire  packaged  the  first ever Eductour of Cote D’ívoire for  a delegate of Nigerian tourism stakeholders led by Dr Sally Mbanefo, Nigeria’s chief tourism promoter and Director General, Nigeria Tourism Development Corporation, (NTDC),  which included, Ambassador Wanle Akinboboye, President Lacampagne Tropicana Beach Resort and initiator of Motherland Beckons, Mr Nicolas Kiva, representing, the Executive Secretary, Nigeria Christian Pilgrim Commission, (NCPC),   Eben Ndoma Egba,  Charlene Makai, among others.
The Government of Cote D’ívoire packaged the Eductour  proactively from day one to the end making sure that the Nigerian delegates have a deep and thorough comprehension of the need why the two countries must collaborate in shoring up their revenue from tourism and allied matters not only by visiting some of the priceless and exciting tourism sites, but by dialoguing with sectoral officials and personalities.
In every office and tour sites, Cote D’ívoire Ambassador to Nigeria, Her Excellency, Ambassador Kone Epouse Maman Toure proved her calling as she showcased Nigeria as a country with immeasurable love for Ivoiriens. Dr Mbanefo in her response said; “I am here with fraternal greetings from the President of Nigeria, President Muhammadu Buhari who has ensured the establishment of good governance in Nigeria and my Minister, Alhaji Lai Mohammed  who did not only endorse this trip of mine, but has a special interest in  tourism economic integration of the  West African region.”
Dr Mbanefo assured the Minister “I will definitely deliver your message to my Minister. However, I have to thank you for this Eductor which is, going by this encounter and the tour content  will clear a path of symbiosis for tourism engagement between Nigeria and Cote D’ívoire. There are many areas of which the two countries can be mutually beneficial to each other. It will be enduring for, I see a two – way tourism traffic at both ends.
It was with the high spirit of brotherhood that the Cote D’ívoire Minister of Foreign Affairs, Dr Albert Abdallah Toikeusse MABRI ushered in the Nigerian delegate into his office where he lauded the efforts of President Buhari and commended the administration for its vision on Africa’s unity, peace and economic integration.
The Minister also commended Dr Mbanefo for being a good promoter of Nigeria culture adding that “Dr Mbanefo’s mode of dressing which always  bears the Nigeria national flag is not only commendable, but tells a lot about her passion for her country . I am glad she is a guest of Cote D’ívoire  Tourisme.”
Dr Mbanefo who expressed herself  in impeccable  French  thanked  the Minister  for objective opinion about Nigeria as she emphasised the strides of President Buhari at cleaning the Nigerian system of corruption and fraudulent activities thus paving way n for credibility and thrust for foreign  investors and investment.
She pointed out some of the investible areas where Ivoriens could invest particularly in the agriculture and tourism sectors adding that “President Muhammed Buhari is priority to the agricultural sector especially in the rehabilitation of Cocoa plantation and others which I am sure your people are good at.”
The Cote D’Ívoire Eductour 2016 took the  Nigerian delegate on a voyage to exciting and exquisite religious, health,  agricultural, historical and cultural sites which include the biggest and tallest Basilica in the world in Yamoussukro,  the shrine of Mother Mary, the finest Mosque in Cote D’ívoire, the first Church in West Africa, the sacred Crocodile Pool, Coca plantation, Grand Bassam, Trenchville  Market and Dress Museum.
The Nigerian embassy laced the icing on the cake of the tour when the Ambassador, Her Excellency,  Ifeoma J Akabogu – Chinwuba, hosted the Nigerian delegate   in  Nigerian House where she had a fruitful dialogue and conversation with the visitors.
And before their departure for Nigeria, the Cote D’ívoire  government held a reception for the delegation  at the National Office of Tourism where all members of the delegation were endorsed, certificated and conferred with Goodwill Ambassador of Cote D’ívoire Tourisme.
According to Santiero Jean Marie SOMET, ‘it pleased the government of Cote Dívoire to appoint you as Goodwill Ambassadors for Cote D’ívoire Tourisme. By your conduct  and penchant for details throughout your tour of Cote D’ivoire you have demonstrated  remarkable  candour and exemplary character which set you apart from others and  make you worthy to be appointed as Goodwill Ambassadors  for the Republic of Cote Dívoire Tourisme . I thereby charge you to continue to spread the good news of the country and bring forth both investors and investment to Cote D’Ivoire.”
Dr Mbanefo in her response gave kudos to the Government of Cote D’Ivoire and the Eductour for the professional handling of.
“Going by the professional touch at which the Educator was packaged,  I am particularly intrigued at the symbiosis advantage which this tourism initiative holds in stock  for both countries .  It is a manifestation that the region is poised to claim its tourism revenue from the global shelves. I thank you for your warm and exceptional hospitality.”
Commenting on the Eductor, Ambassador Akinboboye commended the initiative “my commendation will be tripartite in nature. First, I am applauding the Ambassador of Cote D’Ívoire in Nigeria and the Government of Cote D’ívoire for this wonderful initiative  that was conceived, planned and implemented with glowing  results. Secondly, I must also praise Dr Mbanefo, and the Nigerian delegation  for making Nigeria proud lastly, I must commend the Nigerian Ambassador in Abidjan for the wonderful hosting at the Nigerian House. In all, I  am assuring that with this the  Cote D’ívoire Eductour has just begun.”

High Impact Planet Amusement Resort, located on kilometre 12, Lagos – Ibadan Expressway, Ibadan bound was gleefully inaugurated and opened to the public in December last year.
Undoubtedly, the best of such amusement park in Nigeria and one of the best three in Africa with all international standard and appurtenances.
When it was inaugurated, the Governor of Ogun State, Senator Ibikunle Amosun who was busy with state function earlier that day sent a representative, but when the man he sent must have told him that High Impact Planet was not one of the run–in–the–mills tourism projects, the Governor excused himself out of the cosy office in Oke Imosan and stormed the site!
On seeing what has been planted by Prince Adeyanju Lipede, President Solution Media and InfoTech,  Governor Amosun was not only visibly impressed but  happy that “A son of Egba has planted world best amusement park in Ogun territory.
High Impact Planet is it – the best Amusement park in Nigeria, West – Africa and possibly now in Africa.
The theme park has a clinic and a resident doctor for emergency, full scanners at the entrance for luggage and visitors and a police post within the premises for security. The fun facilities include, animatronics, including semi-live lions, fun food court, food court, enterprise ride, 90 toilets for convenience, souvenir court, bumper cars, eye-combat games, 40-metre high spring ride, a freestyler that simulates surfing, kite flyer, hoopla, dream machine, ferry spin, samba balloon, Mexican theatre, a 10-seater Hi-Impact airplane, a multi-purpose hall with acoustics for stage production, railways, 5-D cartoon animation studio, Imax cinema and watermania.
Everything planted on the ground and fitted was of international standards, ethics, quality and stipulation.
Being a live witness and participant at the opening ceremony, I thought the fun had stopped and that I had seen it all.
But I remembered that, Prince Adeyanju Lipede, President, Solution Media and High-tech, owner of Hi Impact Planet Amusement Park made a promise during the opening that “You will have cause to always visit. We are going to constantly renovate, innovate and dazzle your imagination.”
On Thursday 14 July, I got this journalistic hunch of testing the sincerity of Prince Lipede’s covenant of operation.
After being scanned and searched by the polite guards who smiled at me insisting and telling me why I must drop this and that inside my car.
As I approach the Planet arena, the first thing that caught my eyes was a big black ‘Statute ‘of a Gorilla which looks like the famous king Kong, the one who fell in love with a lady in one of the best Hollywood films ever produced.
Oh!  I exclaimed, King Kong is here.
And I moved towards it.
And behold, the supposed statute grunted, saw the big thing moving towards me, raising his hands up as if to grab me.
I retreated fast, causing a show to make the matter worse, the black thing screeched as it approached me and belched out smoke from its mouth.
As I retreated with fear, it paced squeezing his face in terror again and screamed as if determined to catch me at all cost.
Not to cause a stir at the Park, I noticed the black silver going back slowly , gnashing its teeth in regret  of failing to have a grip of me.
Doused with fear, as I was  watching it  retreating  a sonorous  voice like that of Angel  said “it is not a life Gorilla. It is robotic.”
